The speakership reached its apogee during the term of Republican Joseph Gurney Cannon (1903–1911). He determined the agenda of the House, appointed the members of all committees, chose committee chairmen, headed the Rules Committee, and determined which committee heard each bill. He vigorously used his powers to ensure that Republican proposals were passed by the House. The power of the speaker was greatly augmented during the tenure of the Republican Thomas Brackett Reed (1889–1891, 1895–1899). Reed, however, declared that members who were in the chamber but refused to vote would still count for the purposes of determining a quorum. Through these and other rulings, Reed ensured that the Democrats could not block the Republican agenda.

Mr. Johnson’s hallmark in Congress has been combining his hard-line views with a gentle personal style. That was on display on Wednesday, when he vowed to try to find common ground with Representative Hakeem Jeffries of New York, the minority leader. In the years before he arrived in Congress in 2017, Mr. Johnson worked as an attorney and spokesman for the anti-abortion-rights and anti-gay group Alliance Defense Fund — now called the Alliance Defending Freedom. During that time, he expressed some of his hard-line views in editorials in the local newspaper in his hometown of Shreveport, La. On the eve of the Jan. 6 votes, Mr. Johnson had honed his arguments undermining the election to be more palatable. He presented colleagues with arguments they could use to oppose the will of the voters without embracing conspiracy theories and the lies of widespread fraud pushed by Mr. Trump.

Johnson is a constitutional lawyer who has used his talents to craft some creative — and controversial — theories. The most notable is his role in devising an argument aimed at keeping Donald Trump in power even though he lost the 2020 election. He unified the fractious Republican Conference, winning votes from right-wing detractors of McCarthy, R-Calif., as well as centrist Republicans who opposed Rep. Jim Jordan, R-Ohio. Johnson, a little-known lawmaker who is now second in line for the presidency, attracted the support of all 220 Republican members in attendance, surpassing the 215-vote total that was required to win. Mr. Gaetz said on Tuesday that lawmakers should not give the post to somebody willing to sell “shares of himself to get” it. Mr. Gosar, who voted against Mr. McCarthy on multiple ballots but changed his vote to support him on Friday, spread numerous lies about the 2020 election and spoke at “Stop the Steal” rallies arranged by Ali Alexander, a prominent organizer.

Mr. Johnson instead faulted the way some states had changed voting procedures during the pandemic, saying it was unconstitutional. No credible evidence has ever emerged to support the conspiracy theories about Dominion and another voting machine firm having helped to ensure Mr. Trump’s defeat. In April, Fox News agreed to pay $787.5 million to settle a defamation suit by Dominion over reports broadcast by Fox that Dominion machines were susceptible to hacking and had flipped votes from Mr. Trump to Mr. Biden. A social conservative, Mr. Johnson played a leading role in recruiting House Republicans to sign a legal brief supporting a lawsuit seeking to overturn the results. Johnson praises former Speaker Kevin McCarthy, unceremoniously deposed three weeks ago. Says “he is the reason we are in this majority today,” a nod to his political skills.

Gimenez, former chief of the City of Miami Fire Department, highlighted that both Johnson and McCarthy are the sons of firefighters. GOP lawmakers who withheld their support for Rep. Jim Jordan of Ohio during his three rounds of voting on the House floor are beginning to line up behind Johnson. As Johnson made his way from his House office to the floor, he told CBS News that he "feels very good" about the vote and believes he can secure the necessary 217 votes on the first round. But last month, he voted for a Rep. Matt Gaetz amendment to the National Defense Authorization Act that would have cut off all security assistance for Ukraine. That amendment failed, , with a majority of Republicans voting against the amendment. Johnson has laid out a tentative legislative schedule to approve new spending and take up other pieces of legislation, but things could change quickly as he confronts the realities of governing, especially given the fractious nature of the Republican conference.

The little-known congressman was first elected in 2016, representing a solidly Republican part of north and western Louisiana. He has ascended through the ranks, chairing the conservative Republican Study Committee and holding the position of House Republican Conference vice chair. He sits on the Judiciary Committee (and chairs a subcommittee on the Constitution), the Armed Services Committee and the newly created select committee on "Weaponization of the Federal Government." House Majority Leader Steve Scalise, who also had a failed speakership bid, told CNN he had spoken to all the candidates but was not ready to endorse.

He opted to resign from the House, despite being urged to stay on by House Democratic leader Gephardt. The roles of the parties reversed in 1994 when, after spending forty years in the minority, the Republicans regained control of the House with the "Contract with America", an idea spearheaded by Minority Whip Newt Gingrich. Speaker Gingrich would regularly clash with Democratic President Bill Clinton, leading to the United States federal government shutdown of 1995 and 1996, in which Clinton was largely seen to have prevailed. Gingrich's hold on the leadership was weakened significantly by that and several other controversies, and he faced a caucus revolt in 1997.

It marked a victory for the far right that has become a dominant force in the Republican Party, which rose up this month to effectively dictate the removal of an establishment speaker and the installation of an arch-conservative replacement. Today, the role of the speaker is influenced especially by changes instituted by Speaker Newt Gingrich, who took the gavel after the 1994 elections. By the 1970s, committees had gained such control over legislative outcomes that widespread reforms were adopted, which shifted power back to the speaker. Pelosi is the chief architect of generation-defining legislation under two Democratic administrations, including the Affordable Care Act and the American Rescue Plan. She led House Democrats for 20 years and previously served as House Democratic Whip.

Mr. Johnson came to Congress in 2017 with support from the ultraconservative House Freedom Caucus, though he has never joined the group. We’re seeing a little bit of that here, with his gracious words toward Jeffries, promising to work together and find common ground. Representative Ken Buck of Colorado said that Mr. Johnson was not involved in postelection efforts to invalidate the results, even though Mr. Johnson was a critical player in those activities. Elected to Congress in 2016, Mr. Johnson is the most junior lawmaker in decades to become speaker. Third, the speaker oversees everything from accounting to procurement for the House.
